What a WARN notice is

  • The federal Worker Adjustment and Retraining Notification (WARN) Act generally requires employers of a certain size to give 60 days' written notice before a plant closing or mass layoff. Iowa Workforce Development's Rapid Response team works with employers and workers affected by layoffs and closures.
  • Notices go to affected workers, the state and local officials. Iowa Workforce Development lists the notices it receives in a WARN log on its WARN page.
  • The employee count and dates are what the employer reported; plans can change after a notice is filed.
  • Not every job cut requires a notice, so WARN filings do not capture all layoffs in the state.

Notices dated January 26, 2022 through October 13, 2026. The log also holds three notices from October 2021, and they are not collected.
How it is produced
We read the Excel "WARN Log" that Iowa Workforce Development links from its WARN page, which has one sheet per year. The log also lists amendments to earlier notices ("Amendment - Additional Employees", "Amendment - Change in Date" and similar): 175 such rows. Their worker counts may repeat or add to the original notice's, so they are not counted or listed here; only "Mass Layoff" and "Closing" rows are. Before anything is published, every notice must name a company, have a notice date in its year and report 1 to 50,000 employees. A notice with no headcount is shown as "Not stated" and counted as zero in totals; a layoff date that is not a single date is shown as filed. The county is the county the log names for an Iowa site; a cell that is not an Iowa county, or a site in another state, belongs to no county page. The type and industry are as listed. If more than 5% of previously published notices vanish from a year, the update is held for review. Nothing is estimated or filled in. Totals, tables and the chart are calculated by us from the notices.
