What a WARN notice is

  • The federal Worker Adjustment and Retraining Notification (WARN) Act, and Illinois's own WARN Act (820 ILCS 65), generally require employers of a certain size to give 60 days' written notice before a plant closing or mass layoff.
  • Notices go to affected workers, the Illinois Department of Commerce and Economic Opportunity and local officials. The Department publishes the notices it receives in a monthly report.
  • The employee count, dates and reason are what the employer reported; plans can change after a notice is filed, and the Department says some information could not be verified at publication.
  • Not every job cut requires a notice, so WARN filings do not capture all layoffs in the state.

Period covered
Notices received January 11, 2023 through August 25, 2026, from the Department's monthly reports for 2023-01 to 2026-08. Reports before 2023 are not collected.
Not counted
Each monthly report also has a "supplemental notices" section: updates to earlier notices, such as extended dates or additional workers. The 146 supplemental rows in these reports are not added to the totals, so a notice's later additions are not reflected.
How it is produced
We download the monthly workbooks linked from the Department's Archived WARN Reports page on Illinois workNet. A revised report replaces that month's notices. Before anything is published, every month since January 2023 must be present, every notice must name a company, have a received date in its report's month and a type, and report 1 to 50,000 employees. A headcount that is not a single number is shown as "Not stated" and counted as zero in totals; a layoff date that is text is shown as filed; a notice naming several counties belongs to no county page. If more than 5% of previously published notices vanish from the reports, the update is held for review. Nothing is estimated or filled in. Totals, tables and the chart are calculated by us from the notices.
